Proactive, Preemptive
The Los Angeles Times has revealed the creation of an organization by US
Secretary of Defense Donald Rumsfeld called the "Proactive, Preemptive
Operations Group" Its purpose is to "bring together CIA and military
covert action, information warfare, intelligence, and cover and
deception". The PPOG's role is to manufacture the terrorism that is to
be combated. In other words--and let's say this plainly, clearly and
soberly, so that no one can mistake the intention of the Government's
plan--the United States government is planning to use "cover and
deception" and secret military operations to provoke murderous terrorist
attacks on innocent people within and outside of the United States. What
follows is material obtained via various internet sources.
In August 2002, the first public hints of a new U.S. secret
counterintelligence group -- the Proactive Preemptive Operations Group
(P2OG) -- emerged from a report of the Defense Science Board (DSB), a
Pentagon advisory group, and found its way into daylight. full article:

According to a classified document prepared for Rumsfeld by his Defense
Science Board, the new organization--the "Proactive, Preemptive
Operations Group (P2OG)"--will carry out secret missions designed to
"stimulate reactions" among terrorist groups, provoking them into
committing violent acts which would then expose them to "counterattack"

Among other things, this body would launch secret operations aimed at
'stimulating reactions' among terrorists and states possessing weapons
of mass destruction -- that is, for instance, prodding terrorist cells

Beware provocations.
Faced with the massive opposition to the war in Iraq, the United States
Government may again be planning some terrorist act to provoke massive
revulsion and whip a skeptical and reluctant public into re-electing
Bush-Cheney. The US Government continuously assures us of another
terrorist attack before the November elections. Such a terrorist action
would likely sway millions of voters to rally behind the president and
even may go so far as to allow the suspension of the constitution.

Intelligence operations using deceptions and lies are not new for the
United States authorities. Most recently the US Government lied about
Iraq having weapons of Mass Destruction. False evidence was created and
presented worldwide only to be debunked months later, months too late.
Another phony intelligence operation once proposed was "Operations
Northwoods". It was a plan put forward by America's top military brass
in 1963 to justify the invasion of Cuba. It called for a phony terrorist
campaign complete with bombings, hijackings, plane crashes and dead
Americans to provide justification for an invasion of Cuba. President
Kennedy rejected the plan - and was assassinated a few months later. The

A similar provocation was a reported attack by Vietnamese naval craft on
the US navy in the Tonkin Gulf. It was used by President Johnson to
escalate the invasion of Vietnam by American forces. It was subsequently
revealed that the incident never took place - but that was after
hundreds of thousands of soldiers and civilians were killed in the
Vietnam War. Many believe that the events of September 11 were another
such provocation using a terrorist organization infiltrated by the CIA
and under its effective control.
There is no other logical explanation for the complete failure of the
interception of the hijacked planes that crashed into the World Trade
Center and the Pentagon. The United States has the most advanced radar
and defense system in the history of the world, but could not manage to
scramble a single jet to intercept in any of 4 large, slow moving
passenger jets that were known to be hijacked for almost 60 minutes? On
September 11, 2001, our country witnessed a STANDOWN. An explicit order
must have been made in order for routine interception procedures to have
been abandoned by NORAD. This is the only means by which 4, large, slow
moving commercial airline passenger jets could have been ALLOWED to

launch the phony "war on terrorism". The "war on terrorism" requires a
steady stream of alleged "terrorist" actions and who better to arrange
them than the CIA and the US Government's "Proactive, Preemptive
Operations Group" or other "special" forces.
Unfortunately, both parties support the "War on Terror". John Kerry
provides no relief in site and even campaigns to the right of George
Bush on support for Israel's repression of Palestinians and stands
shoulder to shoulder with the Republicans on the War on Terror,
Increasing the Military Budget, supporting the invasion of Iraq and
overthrowing the democratically elected government of Hugo Chavez in
Venezuela. Working people must break from both parties and prepare to
defend the last remnants of our fading democracy from the looming attack
that we are reminded of everyday.
